The tax is levied on the producer and is calculated based solely on the Caddo interest ownership in production. Royalties paid to Caddo members are exempt from taxation and are not reduced by the severance tax. A Caddo mineral owner therefore receives their full royalty payment, and the tax obligation rests with the producing company rather than with the individual owner. 01:57:21 tracy compton: Reacted to Re: Constitution Com... with "๐Ÿ‘" 01:57:38 Diana Parton: Heres the deal, no one is answering the actual questions. It is my understanding ALL costs of oil and gas drilling are deducted by the oil companies before mineral owners are paid. Therefore, this new tax will be passed down to the mineral owners." Drilling, completion, and operating costs are not deducted from your royalty. Those are paid entirely by the working interest owners โ€” the companies that put up the money to drill. As a royalty owner, you don't share in those costs. What can be deducted are post-production costs: gathering, compression, processing, and transportation โ€” the expenses of moving and treating the product after it comes out of the ground. Those depend on your lease terms. On the Caddo Nation severance tax specifically: it is assessed against the operator and calculated on the Caddo interest in production, and member royalties are exempt. I know for a fact that several of my questions have not been asked. 02:39:34 Diana Parton: If you have a question, maybe restate it now. 02:39:52 Diana Parton: How many data centers does the Coulsa Nation have on their own land? 02:40:26 Diana Parton: Of the 5 business that the Council oversees how many are in the black and supporting service progams? 02:40:41 Diana Parton: Why aren't the Coulsa building on their own land? 02:41:25 Diana Parton: Why is the Chairman's office not able to properly respond to a request for a copy of council meeting mintues from 5 years ago? 02:41:38 Diana Parton: If we can't fund a language program, who are we going to fund a tribal court? 02:42:09 Diana Parton: Regarding Membership Numbers: of the 7,000 how many are still breathing? 02:42:46 Diana Parton: Why is the Council allowing The state of Texas to mow down the Mounds in Alto? 02:44:13 Diana Parton: Why was house purchased in Norman Oklahoma? Is the house funded or paid cash? What funding sources if covering the cost of maintenance and up keep on the house? 02:45:58 Diana Parton: Let's talk about the Chairman's interview with the New York Times wherein he states in the first paragraph, " We are not poor, We are Broke". 02:46:39 Diana Parton: I really need the council to explain that sentence and why we should be considering another business when according to the Chairman, the current business we own are broke? 02:47:01 Tabbetha Wright: Replying to "Let's talk about the..." What! When was this article published? 02:48:32 Vivian Volz: Replying to "Let's talk about the Chairman's interview with the New York Times wherein he states in the first paragraph, " We are not poor, We are Broke"." It's true that we need a thorough financial overview, since he is speaking in public this way. We need to understand whether he was joking or we have a serious problem overall with the tribe's finances. 02:48:56 Tabbetha Wright: Reacted to "It's true that we ne..." with ๐Ÿ‘ 02:50:04 Diana Parton: Replying to "Let's talk about the Chairman's interview with the New York Times wherein he states in the first paragraph, " We are not poor, We are Broke"." @Tabbetha Wright July 9, 2026. THe first paragraph is him saying we are broke, the last paragraph states that the Coulsa Tribe is in talks with Caddo Nation and other tribes for a data center to be build by the end of the year> 02:50:31 Diana Parton: I want to second what Kearson is saying about the Housing DIvision. 02:50:55 Diana Parton: On yea, another question - What happen to the Housing Board? Is it still active? If not Why? 02:51:14 Diana Parton: Understand that the person speaking now is the Chairman's mother. 02:51:23 Korree G: A little food for thought towards our meetings. When citizens ask direct questions, leadership often dodges them or talks in circles without providing real answers. Some also get skipped over entirely. Implementing a pre-meeting submission form (like Jotform) would give leadership time to prepare clear, direct responses, while ensuring our meetings start on time at 10:00 AM, stick to the agenda, and close on schedule. 02:52:03 Diana Parton: Reacted to "A little food for thought towards our meetings. I hope the Council reads and implements this. 02:54:13 Diana Parton: The council has decided to move the laundry room at Elder Housing to the back of the property. We will respond to the email about housing. It was discussed at our last meeting and there is not a resolution yet. 03:01:02 Korree G: The Chairman's mention of the Elders' IIM account is the perfect example of why we need an Executive Summary at the front of our packets. Critical financial lines like trust accounts, business subsidiaries, and departmental budgets. These should be clearly tracked in a consolidated 1-2 page summary (budget vs actuals & balance totals) so citizens don't have to piece together tribal finances from verbal side notes. 03:01:38 Diana Parton: Reacted to "A little food for thought towards our meetings. CNEDA revenue has been reinvested, in part to make sure we can grow the bonding capacity for the construction enterprise, which has risen to 10mm, and to position the enterprises for significant financing opportunities going forward. We have been able make small contributions to the language program, Metro Caddo Cultural Club, and facilitated other support.
