An M Endorsement, Aquatic Vehicle (Endo / Operation), in addition of, W (Nature / Liquids (Exo / Cargo)), should be required, as additional to current endorsements, and proposed endorsements [(   • Official (P1UL2): eCWM_A.T.H.D._08262025_CTT  ) & (   • Official (P1UL1): Agriculture Transportati...  ) (L (Livestock / Animals), A (Agriculture / Crops), W (Nature / Liquids), C (Construction))]; the proposed aforementioned endorsement of M (Military), should be D (Defense), instead, as per, this recent modification. 

This combines current DOT’s FMSCA DL endorsements (https://www.fmcsa.dot.gov/CDL), with NASBLA (https://www.boat-ed.com/maryland/), as to create a more cohesive and unified system, of integrative vector management,  as to help prevent crime, before such happens, through more standardized and stringent requirements, as well as increased education, for those with and without such, as to increase trade compliance and curb smuggling, before such, has a chance to begin.
